The stimulus granted to this model caused undesirable effects, based on some challenges for the social cohesion, because the model lacked immediately a planning, regulation and coordination, diverted the individuals from their social environment and moved away the axes of the regional equilibrium, so that soon after the breach coming from the principles of personal and interregional caused an incomplete assimilation thereof. The breach from questioning Ethics as an articulation of collectivity and from a new concept of information. Facing these challenges and risks, the educative inclusion has been proposed as an element of a new social ordination, as well as the action of information professionals through information literacy
